Excise Movement & Control System | EMCSExcise Movement & Control System

EMCS (Excise Movement and Control System) is a computerised system for monitoring movements of excise goods between Member States under duty suspension. It will replace the paper document that currently must accompany such movements (the Administrative Accompanying Document or AAD). EMCS will mean simplification of procedures, paperless administration, and effective use of modern IT tools and amounts to an important evolution for those who trade in alcohol, tobacco or oil products.

1st April 2010: EMCS becomes operational
1st April to 31st December: Migration period
1st January 2011: EMCS becomes compulsory for relevant movements (both ways) of excise goods

Once the EMCS is fully operational (as of 1 January 2011), the current paper-based procedure will completely disappear, and all movements of goods under duty suspension will be monitored by EMCS.
